When to file for re-entry permit?

Suppose one is leaving the US for a period of time that's unknown beforehand, potentially more than a year. How long before leaving should that person apply for the re-entry permit? I heard it takes a while to approve these days, maybe nine months.

Let's assume that one applies for the permit, leaves shortly afterwards and wants/needs to come back before the re-entry permit is approved (e.g. seven months). Would it be advisable to wait for the re-entry permit to be approved before coming back?

You do not need re-entry permit for visits shorter than 1 year. In your case if you return after 7 months you are OK and do not need a re-entry permit.
You can travel soon after applying for re-entry permit. Upon approal you will get 2 years from that date.
