when to apply for the second reentry permit

I currently have a reentry permit which expires in two months and I need to get a new one for another 1-2 years. When is a good time to apply for the new permit? Should I wait until the current one expires, or is it OK to apply before it expires?

Have you been out of the country for a whole 2 years already? There is no guarantee that they'll issue you the RP for another 2 years. It could be 1. You can apply whenever you want. If you don't need it now, just wait a week or two before it expires, and then you won't have to send this one in (in case you want to keep it), saying that it is "set to expire."
