When to apply for citizenship

My wife recently granted permenant green card but her temporary green card was issued on 4/25/2008. When does she become eligible to apply for citizenship?

She can apply not earlier than 90 days before the 3rd anniversary of "resident since" date on her green card.
 
you need to be a permanent resident card (green card) holder to be eligible to apply for citizenship.

In normal circumstances, an immigrant should be a permanent resident for five years to be eligible for American citizenship. If you are married to a US citizen, then it is three years of permanent residency.It is that you have to be in marriage to a U.S citizen and should be living with that U.S citizen for the past 3 three years of your permanent residency for the criteria to be applicable to you.

Current regulations do allow a person to start the application process ninety days before they fulfill their residency requirement.

She is within the 90-day window before her 3 year GC anniversary, so that means she is eligible to apply right now if you are a US citizen who has had citizenship for at least 3 years and she's been married to you for at least 3 years (assuming she doesn't have any disqualifying conditions like excessive travel or a serious criminal record).
