When should I sent my application

HI,
Thanks for helping people in this forum, that is really great.
I have just started my waiver process, i hav applied for a NORI letter by my embassy and they told me that it will take up to two month to get it. Meanwhile i have already a case number from the DOS website, my questions are:
1) should i send my application to get the waiver now? (cos i will get the NORI only in two month!)
2) do the DOS wait for the NORI before they start working on the application?

I am asking these questions because i not really sure yet if my embassy will give the NORI, they told me that i will know the answer in one month. I dont want to paid the 215$ and they dont send my NORI to the DOS.

Any Advise is welcome.

If you are not sure whether you will get the NORI or not, then it is better to wait. In any case, DOS does not start processing your case till they receive the NORI from your embassy even if they have received all the other papers.
