when i get green card will i be a international student or us student??

hi all!!
as a dv2011 winner i plan to continue my university studies in U.S. so when i get the green card under which catagery should i apply???
as a internationl student or u.s student???
(if it u.s stuent does it mean i should be a u.s citizen??? )

I think you mean In State or Out of State student....when you have a greencard and live in the US. You will be an International student even with a greencard if you don't have a US address.

Even with a US address and a greencard it depends what you are on the proof you have. For In State the mostly require that you have lived In State for over 1 yr and have proof of utility bill, car ins., etc.... all needs to show that you have your address for over 1 yr.

BTW to be an In State student you don't need to be a greencard holder, a visa holder can have the same rights. We know out of experience.

It also varies from College to College so inform with financial aid of each school your approach since not all have the same guidelines.
 
Almost in ALL states, if you are a F student visa holder, you are always a NON RESIDENT (or out of state res.) for 'tuition purposes' no matter how long you live in that state.
With a GC, to be considered an 'In State resident', you will have to prove 1 Yr continuous residence.

Very few schools will have anything different from that policy.


PS: Most univs. have 'reciprocity' rules for in-state status. ie. You are considered an in-state student if you are a resident for 1 yr or more from a neighboring state.
Here, for univs., for tuition purposes, citizenship (per se) does not matter, it is whether you are in or out of state resident (or your temp visa status as in case of F)

in my case i will be face my interview in may2011, and i plan to join uni in september 2011. so when i apply to the university will i be a international student or u.s student??? expecting the answer as U.S student.. :D

I think Ruban, you mixed up the words 'US citizen' and 'US permanent resident (PR)'
When you get your GC you will be a PR of US.
To be US citizen you need to be in USA about 5yrs.
AS I know, fees and other regulations are same for both US citizens and PR.

To be clear...You will not be an Instate student with only 6 months of being in the US and i and someone else have stated.

You need proof of car ins. for over 1 year, utilitt\y bill of your self of your parents if you are a dependent (IRS) ....if not you won't be, and will be seen as a Out of State student.

A greencard doesn't make you an Instate student neither will being a citizen make you an Instate student...it comes down to proof as stated before...

It may vary from school to school, some are more strict.

No you will NOT have to pay 'extra' fees as it applies to F visa students (eg. SEVIS fee, mandatory insurance fee etc.)
If application ask for res/citizenship status you will have to say PR of USA and Citizen of x.

When it come to tuition fees, in general, for the 1st 12 mos you will HAVE TO pay out of state student fee. (in essence this will be the same fee an international student would pay as long as he is a F visa student)

PS: In most states, in general, it is easy after 12 mos for a PR (or for that matter for an illegal alien) to claim in state status than for an un married, <21 yrs US citizen from a far away US state !! (this is one of the 'best' arguments raised by anti illegal immi. clans!)

The answer is correct..

You'll be an out of state student for the first year. If you stay in the same state for one year, most probably you'll be considered as in state for the next year. I am going through that :)

This in/out of state tuition issue is mostly affect undergrad students.

If you are a grad, and if you have a >10 Hrs/week RA or TA appointment, in most of the schools in most major depts. your grad tuition is WAIVED 100%.
You just pay $40-60 per cr 'student fee' only.
But some states/schools like in MO has specific rules saying that ALL oos students MUST pay at least the difference between in/out fees, grads included. (ie only the in state part is waived)
