When DV winner dependants can come to US?

I have a question:

Can DV winner dependants come to US later than the primary applicant?
My father is leaving to US soon. Can my lil bro go there 2 months later, after finalising all school issues first.

yes, the dependants can enter after or together, never before the primary applicant (of course they all need to enter within 6 month from the date they did the interview!
