when does TN visa go to 3 year terms?

So the TN will reportedly go to 3 year terms. Just curious, is this official and definitely happening (Congress cannot block it, etc.)? And when will the change become policy? Is there an official date when the change will take place?
 
There still must be official notification of the change to the regulations.

I would not expect this to be operative until the new year.

USCIS will let us know.
 
The Change to 3 years takes place tomorrow. Have your I-129 and FedEx overnight Air package ready.

When we spoke to Foreign Affairs and Trade Canada, they are aware of the announcement but are not aware when it will be in effect.

They are assuming it will be the new year.

as far as i know, the 30 day comment period for this proposal has not started yet.
