When does Permanent Residency start?

I read this on immigration-law.com, that one\'s Permanent Residency Starts when they submit their application to INS.
I thought it started when you receive the approval from INS. Which one is true? I couldve have misinterpreted what they were trying
to say on immigration-law.com. Thanks much.
