When does CIS send case for name check?

How does one find out when one's case has been sent for name check?
Does initiating of the name check process coincide with CIS sending the FP letter to applicant?

You can find out by submitting a request to the FBI for a status update or by soliciting your local DO who can see on their computers your namecheck status...

Answer to 2nd question -> NO
