When dependent laid off

A dependent of a 485 (EB) primary applicant working on EAD is laid off. Is he/she eligible to apply for unemployment benefits or not?

There's a lot of excess fear and inaccuracy in that thread.
The short answer is YES, so long as the EAD is not expired.
