when case number is up??

ok, once the case number is up on the bulletin http://www.travel.state.gov/visa/frvi_bulletin.html
should i go to USCIS and try to set up an interview even before 1st of october. will they accept my file even when its not oct 1st yet but my case number is up?
what forms do i need to fill out and submit to set up an interview?

please any help in this matter since I cant go back and forth to my local USCIS since its really-really far away :(

dude, your number will not be up before October 1.

All the supporting documents you need to bring to the interview. You can't setup an interview -- INS will set it up for you, whenever your number is current. And unless your number is 1,000, it will not be current in October.

And you mail your forms in, you don't have to deliver them yourself. You are not supposed to mail them in until October 1, if you are doing AOS.

and there is kcc email for help you need and the phone number on the notification letter. And there are other forums devoted to DV only, and you will probably get much better help there. But please read the instructions first.
