When can my husband apply for citizenship?

Hello,
I and my husband have been married since November, 2003. I became a US citizen in June 2007 and applied for my husband's greencard immediately. He got his greencard in February 2008.
Based on this when is the earliest he can apply for US citizenship? Does he have to wait till Feb 2011 or he can apply in Dec 2010( considering the 3 years-90 day rule)?

If applying under INA 319(a) pursuant to INA 334(a), he may file 3 months before reaching his 3rd anniversary date in Feb 2011 (or sometime in November 2010). IF OTHERWISE ELIGIBLE.
 
3 years (90 day) rule refers to his status holding a green card. Since his green card was issues in Feb 2008, he has to wait till probably Dec 2010 towards the end. I am not sure the exact date on his green card issuance.
