When can apply for Labor

Dear All,

My friend is going to transfer her H1 to another company. How long does she need to wait to start the GC process in the new company? Can she start labor immediately once her H1 transfer is approved and join in the new company.

She can start the labor process before her H-1 is approved. The H-1 and GC processes are independent of one another.
