When applying for a waiver

Hi I live in France with my husband who happened to an American Citizen. I am subject to the 2 year HRR .I still have a year to go. We spect to be living in France for at least one more year . If I apply for a J-1 visa waiver which will be my address since I do not live in The US neither in my country of birth(Venezuela)? :confused: I am afraid the process will take very long(over a year) and there is a chance We'll move to another country. So which address should I use?:(

Your name and C/O address of any relative or friend in the US whose address is unlikely to change for a year or so; or your name and C/O address of any Venezuelan relative/friend whose address won't change in near future; or your name and C/O address of any French relative/friend whose address won't change in near future.
