Whats the time period to enter into US after a person gets his visa ?

Hi ,
One of my friends got Visa in Jan 2003 and due to some unavoidable circumstances he is not able to come to US yet and his visa will expire in Apr 2005, is it okay if he can come now? Or is their is any specific rule that one cannot enter into US after a certain time period.

----- He can be questioned at POE may be sent back, if he needs to reach US then he should have recent letter from employer who filed his H1 and employer should explainon letter why he needs him NOW and why he did not call him after H1 was approved.
Or is their is any specific rule that one cannot enter into US after a certain time period.
