What's the mystery?

My friend who applied for a RTD in February 2004 just received his RTD while others on this board who have applied November 2003 havent.Whats the mystery behind this??

MY GC application date is 12/01 and I recieved fingerprints notice.meaning avalaiblity of a GC VISA? Thats what it says on BCIS's website..while others with RD Dec 2000 haven't received any reply...whats the mystery behind all of this??

Pls don't tell me that BCIS works in mysterious ways..there has to be some logic behind what they do...?

I think the biggest problem with our inability in figuring out what kind of schedule the BCIS is going by is that for those of us who haven't received FP notices, when will be the time when we know for certain that we should've heard from them already? In other words, say their processing date stays on November 1999 for the rest of 2004 or God-forbid, all the way through 2005, and we're seeing people who applied for I-485 after us getting FP notices, what can we do? I mean, if you call up the customer service, they'll say, well, our schedule says November 1999, so that's why you haven't received anything. In an extreme sense, it's like catch-22. If you don't get it, tough luck, keep waiting. Sounds awfully bleak to me.

Also, I'm wondering if people who've received notices are the ones who submitted very "complete" applications. In other words, they sent in medical examination reports and such (even though we're not supposed to, according to BCIS). A friend of mine who recently got his FP notice filed his I-485 through his attorney and he was told to submit the meds anyway.
 
I went through a lawyer to file my GC application. I even sent medicals..My RD date is Dec 2001 and I have received my fingerprints. On the contrary, I know someone who applied on his own and his RD date is july 2001 and he also received fingerprints..he has also done medicals...
 
I received FP notice yesterday. ND Feb 2000

I submited an asylum based I-485 in February 2000 together with meds without a lawyer. My wife received an FP notice some 10 days ago at a location that we lived at over 3 years ago even though we informed USCIS of our most recent change of address a month ago. I received a change of address confirmation notice in the meanwhile but she did not. However, yesterday (May 17, 2004) I got my FP notice at our new address.

Alex, did you receive a change of address confirmation notice from CIS? After how much time since the date that you sent the AR-11 form?

I received a change of address confirmation in 10 days

However, I requested at the same time (by phone) the change of address for my wife but she didn't receive any confirmation and as a result she received her FP notice at one of our old locations. After waiting for 10 days after I received my change of address confirmation and her not receiving anything, my wife called herself and requested change of address again. It has been over 2 weeks now since then and again she has not received anything yet.
