Whats is there in a FP to expire?

Don't you know that your fingers/finger prints evolve everyday and totally change in 15 months.

Just kidding. Does other policies in CIS make any sense?:D
 
I think it is not the FP that expires but the FBI check that expires. It seems like they have a policy that they have to check your records once in 15 months.
 
Yes, but after you've done the fp for the very first time, INS or FBI should have got your fp. So if they want to check for records, they can do it without asking for fp again.
 
FBI has an SQL written to get the FP results from their database. The SQL looks like this:

Select * from FP_TABLE
where fp_date between (sysdate-450) and sysdate

They think that it's better to ask the AOS applicants to do FP again than to change the SQL, which would require Congressional approval.......

Actually pre 911 there was not a cross check of fingerprints whenever a misdemeanour or felony happened. FBI did a check on your fingerprints and then gave the all clear to CIS. After 15 months CIS wants to find out whether you were involved in a felony or misdemeanour. The only they can make FBI to make the check is to force you to go for another fingerprint and check against FBI database. CIS (still) does not have your fingerprints. It only gets the result of the FP verification from FBI.
It will be cumbersome for CIS to maintain your FPs (except your index one for EAD/Green card) and keep automatically verify your FP against the FBI database. FBI is better equipped to do the verification.

15 months is indeed arbitrary. It was assumed that a 485 gets approved in 15 months so the second verification will be a rarity.
This is a good point for I485 delay lawsuits. Forcing CIS to order another fingerprint for the candidate wastes CIS, local office and FBI resources... But will the congresspersons/senators count our voice?
