whats better: AP / H1 stamping?

I'm leaving to India in the last week of Dec.
My H1B visa (2nd one) is good thru 2004.
Is it better to get my H1 stamped in India or apply for an Advance Parole?

Does anybody have any idea of how long its taking for NSC to issue AP?

Apart from the 2 Immigration photos, what other documents are needed, if any? The form says include an explanation on a separate sheet. what does that mean?

Depends on your EAD. If you have an EAD which is valid, then going for adv parole is easier I think. You can go to the local office and get an emergency travel document. I think you have to go before 1 week/10 days before your departure to local INS office. If you do not have an EAD then you can not get advance parole and you must have a stamped H1B.
