No, that is a wrong way of thinking about the interview.

Statistically, continuous residency and criminal background may be the most frequent reasons for the "no decisions can be made at this time" outcome of the interview, but that does not mean that they are 'most important'.

Things like child support issues, missing documents, selective service registration issues, status of the marriage (for marriage-based applications) can just as easily derail the application. It is certain, for example, that if an applicant has absolutely no criminal record (not even a traffic ticket), no foreign trips at all but has unresolved child support issues, the application will be significantly delayed and/or denied.
Even something as simple as a missing divorce/marriage certificate can cause a significant delay (even if there are no continuous residency or criminal record problems at all). And so on.

In reality IOs are primarily bureaucrats doing a bureaucratic job. They prefer to see a simple and clean file, with nothing missing, no apparent inconsistencies and complications.
