i need to go to india in september.

there is so much confusion about the OCI process, that i am even considering getting a multiple entry visa for the time being. my husband is inclined twds getting the PIO card and we are running out of time. havent heard back from the DC consulate yet.

what advice do you have? i have all the documents (except the "surrender certificate").

OCI - which consulate you are talking about?
NYC may take anywhere between 3-4 months -whereas SFO takes less than 2 months
 
Apply for OCI. There is still lots of time.
Make sure you get the surrender certificate first (NOW).
Apply for Visa 3 weeks before travel if OCI is not approved.
I presume you already naturalized and have a passport in hand ... if oath etc., is yet to happen, then these timelines will not apply.
While finally things are in Indian government's hand, I suggest you initiate the process ASAP so that you have some spare time if something goes wrong.
