Please help with any idea or experience, what to do when the answer for the H1b petition is, number enclosed for this year.
Please let me know if it is true and if there is anything to do about to change or help with ideas and alternatives to solve the situatation that we may not need to wait until next year januarry to start the job.

what to do if you did not file in time for H1

There is an exemption for 20,000 special cap exemptions for people with U.S. masters' degrees and education beyond a U.S. master's degree. See: http://www.thedegreepeople.com/immigration.html

To qualify for this exemption you must have a full bachelors degree and not an education/work equivalency + 5 years of experience in the field. Many people do not know that the 3 year Indian degree, when properly evaluated, will qualify.

Your answer confused me. I thought that the extra 20000 H1b visas are for people who finished a master in USA. Do you mean if I equivalate my diploma to match a USA masters degree I could qualify under these visas?

And do you think that with a 4 year degree in computer science and another 2 as masters in Romania I coul qualify?
