my friend got NL. He needs to fill in the forms. His wife is pregnant and will deliver baby before interview. Where to mention that in DSP? What is procedure in this case? Helppppppppppppppppppppppp

After it was born, fill DS-230 for the baby and send it to KCC. If your interview is already scheduled at this time call the embassy.

up to now people can fill DS-230 form?

Yes, they can and they will be processed. There is no deadline for sending in the forms to KCC. As a matter of fact, people can fill out DS-230 uptill Sept 2014. Their forms will be processed, they just may not have enough time to be interviewed or to complete the process before end of their FY, or there may be no visas left to be issued.

Just imagine that, you have a new-baby born before the interview or one month before the interview, what will happen

Family members not included on the initial entry may cause the case to be disqualified. Extenuating circumstances such as; you have been married or had a child after the initial application submission may be acceptable. If you meet either of these circumstances a photocopy of the marriage and/or birth certificate, along with English translations, should be provided with the completed forms. If you need to obtain additional DS 230 Parts I & II forms, you may download them at: http://www.travel.state.gov/visa/forms/forms_1342.html .

Send updated forms + the baby's to KCC. If interview has already been scheduled or for instance, the delivery takes place a couple of days before the interview, still send the forms to KCC, then email your embassy right away with the new details. Show up for the interview with the mother and the baby and evidence that the baby was born a couple of days before. There's a documented case of a 2011 or 2012 DV winner whose wife put to bed a couple of hours before their interview. They showed up for the interview from the hospital and got their visas. Search the forum for this case if you're interested in it.
