This link should help. Don't know what time zone they are located in, but if you look at the link it will give you times when agents are available by time zones.
Thank you, but this is the site I referred to in my original post as only stating local time. Unfortunately it is of no use when referring to "all other parts of the United States" without knowing the time zone for the main customer service center.
