What the INS looks for at 1-140?

Any Guru,
Can you tell me what exactkt the INS looks for at 1-140, authentication of employment, education background, ....? As there are three stages (LC, 140, 485/CP), wondering why they want to break the process into three DISTINCT stages?

Breakdown

LC - Nonavailability of US workers and basic qualification of alien and position.

I-140 - In-depth evaluation of alien\'s qualification for the position (education and experience) and the company\'s ability to pay.

I-485 - Evaluation of the continuing availability of the job and the aliens eligibility for status as a Permanent Resident.

These are very basic statements regarding what is evaluated at each stage. INS is always permitted to reevaluate something if they believe the previous decision was incorrect.
