you have to send p3 to st louis along with fees and then it would be transferred to NVC,NH for review and then it would be send to respective consulate and this is the new procedure.
you have to wait for p3 as it contains a bar coded leter along with p3 forms and you have to send this letter also along with your application.guess this helps.

Wait for your packet 3 instructions. The process which GhoshT mentions is for India. If you are from say Australia, your packet 3 will have to be sent direct to the consulate and you pay your $260 fee in your home country. For India NVC collects the money and does the initial processing. There are still other consulates where even interviews dates are fixed by NVC. So, in short, packet 3 instructions will give you the right process. If you are From India then GhoshT\'s write up is correct.
