Create a customer portfolio account with a login and password and add the cases that you are interested in tracking. Once you do this, every time you login you can see your case status and the touch date for your case. It indicates when your case was last looked at by somebody at CSC, a change in the touch date doesn't necessarily mean a change in your case status
touch date is last update in your portfolio. I do not think it is the date on which your case is touched. Sometimes it is meaningless, unless you get an email regarding your case status change.
