What is the Target Date?

Does anyone know what the Target Date means in VSC\'s updated processing time schedule for I-485? Did anyone ask OII at VSC?

Remember Bush\'s 6 month processing time

I think target date is their target. This is based on the Bush\'s election promise of 6 months. They do not have any date older than 6 months. In essence it means that any processing will be completed in 6 months. They missed target for I-485 by 5 months. I hope they will hit the target in next 2 months.
