what is the law for visa stamping

Hi,
I would like to know the what the law says about visa stamping when you have an valid H1-extension and your previous stamped H1-visa has expired?

I am aware of the fact that unless I do not leave US I would not require a visa to be stamped on my passport.But in case if I want to travel to someplace outside US i would need a stamped VISA to re-enter US.

My question is that is it necessary to get your VISA stamped in your home country or you could get it done from Canada as well???

You can get it any where out side US, but other countries consulate may not entertain your visa stamping. (Canada/Mexico exempted - they entertain)Thanks
