What is the effective/eligibility date for N400

Folks, I assume the receipt date is the official date that USCIS counts the eligibility for N400 applicant.

Example...Signed on 01/01/08, mailed 01/02/08 and USCIS receipt 01/10/08...so 01/10/08 is THE DATE, right ?

The receipt date is used to determine when application was officially received by USICS, but the mail stamp sent date and date on application itself can also be used to determine eligibility. For example, if 1/1/08 marks 95 days before 5 years as LPR and the receipt date is 1/10/08 (85 days before 5 years as LPR), there is the possibility of IO counting from the day it was sent rather than received.
