What is the chance of being transferred if getting a RFE for NIW-based case?

Got RFE for my NIW-based case, asking for proof that "I will indeed continue working in your field of endeavor in US".

I saw some posts say that NIW-based I485 are almost certain to be transferred to local office, but I also saw a recent USCIS memo (posted on this website) saying NIW case should automatically waive interview.

Does getting a RFE mean my case will most likely NOT by transferred?
