what is the best way please HELP!!!

Hi,
I am planning to go to Nigeria in July or August this year to maary my finace. He applied for a visiting visa in May this year and he was refused. I understand he has to wait for 6months before he can reapply. What should I do?
1. Can I go and be married to him in Nigeria and we both go to the embassy to apply for a visiting visa for him?
2. Should I stay here and file for a fiance visa for him?
I know it takes time, but does anyone know if he being married to me as a US citizen will waive the 6months wait before reapplying?
Or i just wait here and file for him. I have not seen him physically, be we see each other on the web cam, and have been communicaiting since even before his divorce.
Please help me. I need him to come to US as fast as now.

File for him here. He will not be issued a visitors visa if you get married in Nigeria. Once he gets here on a K visa, you need to get married in 90 days.
 
thank you for your response. But do you know how long it will take to file for a K visa?
cos I understand that we need to have seen physically before I file for him here. That was my main reason for going to Nigeria to bring him along.
I am so frustrated.
