What is the best time to apply for Citizenship? Please advise

Hello Gurus,

I would like to have an answer for one of my friends. He is concerned about whther he should apply for citizenship process now or whether he should wait.

Below are his details:
  1. He got green card in Nov 2001.
  2. He was involved in Petty theft in May 2004.
  3. He was charged with tresspassing and 2 years probabtion on March 2005
  4. Probation completed in March 2007
  5. Charge expunged in Jun 2007
  6. He did FBI name check and Finger print search in CA DOJ database. Both search turned out to be negative. It was clean.

Based on this information, could one of the experts give an approximate date as to when he can apply for his naturalization?
