What is similar job in nature?

Gurus:
I got a job offer which I'm considering to take. My current job title is software engineer, developing healthcare softwares. The new job will still be software engineer, but will be developing criminal justice system softwares. That's about the only difference. Are the two jobs similar in nature by AC21's standard? Also, the new job will be paying around $30K more than my current pay, $40K more than my LC's salary. Will it be a problem?
BTW, my 140 was approved 9 months ago and 485 pending for over 1 year.

Then clearly the job is same or similar in terms of duties and title.

Unlikely. Especially since the labor is over four years old. Wages go up.
