What is "Recruitment instructions" for BEC Cases?

Guru's please answer this query:

I have been reading that the BEC would give recruitment instructions for pending cases.I have filed at the Philadelphia BEC in Dec 2004 ,the lawyer had advertised before filing, so will re-advertising still be required?? Please clearify its very confusing.

You will be excluded from the recruitment instruction as your company has already done what-it-needs-to-be when they filed your case in SWA back in 2004. Once the ad stuff been done, your application is treated as RIR. The hearing about the recu instruction is for the cases that were not given or has not done the recruitment. Since you applied your case based in substitution labor, I would say you to less worry about it.
