PD is the date the Labor is filed for the GC process

the RD at the labor dept is the PD of the GC process

processing time posted by INS is against ND/RD of the 485 and not the PD.

The older the PD the better it is when dates are not current in a GC catogory.

PD is used against the state department visa numbers for any given month which are current presently for all the employment GC.

Each year there are a X number of GC issued under the EB 1/EB2/EB3/Familiy1/2/3 catogory of GC.

So if in any given month the State Dept feels that more that that X number have been issed for a catogory then the dates will go back to adjust the excess GC\'s.

It happens many times and is called retrogression of dates in which case for example if the state dept says dates for june 2002 are not current they will give a date for exaple lets take that date as june 2000.
then INS will not take any new 485 applications and all the pending applications will also not be processed and then the PD comes into play and people who had their Labor filed on or before june 2000 will be allowed to apply for 485 all the others have to wait for dates to become current.

presentlt all the family based GC are not current some are 2 yrs behind and others upto 8 yrs behind.

PD comes into play only if GC /485 dates are not current otherwise they are of no use.
