What is Priority Date on Approval Notice?

The date your LC was filed (or if you did not require an LC, the date I-140 was filed)
 
So would that mean that Non-RIR LC candidates would get their 485 approved first, than RIR LC candidates?

Say, Non-RIR and RIR candidates got their LCs approved on June 30, 2003. However Non-RIR candidate must have filed his case Jan 1, 2002, whereas RIR candidate must have filed his case on Jan 1, 2003.

So in this case, Non-RIR candidate's PD is much prior to RIR candidate, and technically Non-RIR candidate should get his 485 approved earlier than RIR candidate, right?
 
As per my knowledge, priority date of I-140 has nothing to do with the priority date of LC. They are two different things.
 
PD

Right now, PD has nothing to do with BCIS processing time for the employment-based application.

A few years ago, INS used PD to decide when you can submit your I485. US State department asign visa quota for different countries and different categories. people from certain countries like India and China have to hold I485 until Visa is available for their country. This rule has changed. Now, only family-based applications will be affected by PD.

PD is the date when SWA receives a ETA750 or INS receives I140 (EB1 or EB2-NIW) or I130 if LC is not applicable. Some family-based applicants still have to check with State Deparment to find out when they can file I485 even their I130 has been approved.

So you guys agreed that PD on I140 is my LC date (mine is LC based I140), but my labour is filed in Oct 2001, how can my PD date be Feb 01?

Any thoughts??
