If it is EB2, then what do people mean by
"Self-petitioned NIW" ?

As I understand, only the EB1 (and that too - only EB-EA not EB-OR) can
self-petition. For everything else, it has to be sponsored by the employer.

EB2 self petition. Means, you don\'t have a job and want to get GC. So, you don\'t go through labor, just submit I140, and if approved, you get GC.

NIW (National Interest Waiver) is in EB2 Category. It can either be self-petitioned or employer-petitioned. The only other category where you can have both self-petitioned and employer-petitioned applications is EB1-EA (extraordinary ability). What this means is that for either of these two categories, one need not have a job offer.

FYI, EB1-OR (outstanding researcher) CANNOT be self-petitioned. You need a job offer and have to be sponsored by the employer.
