?????What is National Processing Times - I-485/EAD/AP Times??????

Has anybody any idea what the National Processing Times - I- 85/EAD/APTimes means? A new link has been added under the Processing Times.
It looks like for the "Cases that are transferred to local office", the "Times from first filing" are enormous. What does it mean?
