What happens after the Name check is cleared??

Hi,

I am not sure how the USCIS works for 485 processing.

I think they collect the application fees, ask for biometrics, and then the file sits on shelf until NC cleared.

Question is do the assign the case to the IO AFTER the NC is clear?

OR Do the assing the case to IO ONLY if NC IS Cleare **AND** the PD is current too?

OR
Do the first request the visa no. for the case and THEN assign the case to the IO??

I am not so sure about this rule. I've heard of people getting approvals without the PD being current.
