Hello, every body here

I am one of the DV 2017 selectee and until now I did not complete filling the DS-260 I need about one month later to prepare some documents for my family members. Does this reduce visa availability for me or delays the interview date?
does visa availability depend on Case number because my case number is 2017AF16XXX?

You'll be fine. We didn't end up submitting our DS260 until mid July.

Based on DV2016's numbers, you won't get an interview until February-ish anyway, so submitting now makes no difference.

All DV cases, including DV 2017, depend on both the CN and the DS form submission date. If your form wasn't submitted in a timely manner to give KCC enough time to finish processing it by the time your CN becomes current, you will miss out on being scheduled for the month you're current.

Considering the fact there's no document submission required with the DS-260 form submission, my suggestion is to go ahead and submit the form(s), while you continue gathering your documents.
 
Just to clarify, the order of interview depends on your case number. If you have a higher case number filling in DS260 early doesn't move your interview earlier. But as mom has pointed out, your DS needs to be submitted and processed by KCC before you can be scheduled for an interview. Typically this means you need to have submitted the DS around 3 months, 4 to be safe, before your interview. Again as mom pointed out, unless you actually need those documents for info you don't know and need to fill in on the form , there's no need to wait to submit the DS form. Documentation is only required to be presented at interview.

^^ and we don't say this to be unhelpful, but because if you try do this by asking questions you'll inevitably miss an important one to ask. You should read through all the pages linked from your selection letter and all the links in those very carefully to ensure you have everything you need to get a visa. By all means if something in those instructions is not clear to you then ask here, but that question on the police certificate is clearly answered in the instructions.

2- is it possible that me and my family members do interview in different countries and different time ( can I apply for that)?

Why would the police check only be for the last five yeas? The instructions clearly state they want police checks from age 16. Don't try and interpret the instructions to your own benefit. Just do what they ask for.

I think it's possible for you and your family members to interview in different countries and different times. But that can get tricky. You should aim to all interview at the same time in the same location.

I have a question for case of a selectee, by the date of interview he will get his PhD certificates (now hi is PhD student in engineering in final year), his family members are wife and three children, his decision is: if he got the visa, he will move to USA then his family follows him. Does he need to confirm at interview that will not be in public charge?

Duplicating the same post isn't going to get you a response sooner than having just one. Post once and wait for someone to come by and respond to the post.

Not attending the interview together with the derivatives (qualifying family members) is not a smart move. If this selectee attends the interview, gets the visa and moves over to the US alone with the mind of the wife and kids' joining later, it will cost him in terms of money and time spent apart (it may be close to 2 years before the rest of his family can join him).

There's the option of attending the interview together with the family, everyone gets their visa, then he enters the US head of them - they may have up to 6 months to utilize their visa before it expires.

Having a PhD is no guarantee one wouldn't become a public charge. So depending on where his interview will be taking place, he may still be required to present evidence of financial stability or support.
