What does this 'Unavailable' mean?

India: Employment 2nd has become ?Unavailable.
Can some one explain what does this 'Unavailable' means. Have they stopped giving visa for E2 category? If yes, then what happens to those labor cleared under E2 category?

Following is copied from Visa bulletine of August 2006:

D. RETROGRESSION OF FAMILY AND EMPLOYMENT CUT-OFF DATES .....

For August, it has been necessary to retrogress ...

Worldwide: Family 1st (to 01JAN97)
China: Family 4th (to 01JUL94)
India: Employment 2nd has become ?Unavailable?; Employment 3rd (to 01APR01)
Mexico: Family 3rd (to 01JAN81) and Family 4th (to 01JAN93)
Philippines: Family 2B (to 01DEC92) and Family 3rd (to 01DEC85)

You seem very new to this process. Unavailable means that they have run out of the allotted visa number for that category for 2006. During times of retrogression the country limit for visas are enforced strictly. Since the demand for visas within India EB2 and EB3 is always very high visas for these categories get used up quickly. This year they have run out of EB2 visas for 2006. The new fiscal year begins in Oct 06 and dates for India EB2 may move in Oct 06.

This is a very basic explaination of what is going on.

Thanks a lot for replying. You are right, I am very new to this process... My perm was filed in Nov 2005 and I-140 filed in middle of May 2006. I was lloking at visa bulletine regularly and this month I saw 'U'. thank you very much for explaning.
