What does the following RFE AVM mean?

Hello,

I just called the CSC INS center and got the following information on my
case, quoted "On June 19, we have received your reply to our RFE
requirement. It is now taking between 30-60 days to process this kind
of case. However, because we have finished the preliminary processing
on this case before we sent out our RFE request, it may take 90 days
to process this case. You will be receiving our written decision."

My question is: since they have done the preliminary processing, why
it will take even longer (90 days) to process the RFE, although the
AVM said only 30~60 days is needed.
