What does processing time mean?

If it says 7 months, does that mean you add 7 months to the date you submitted your N-400 and if you are within that window, you're still OK? Or does it mean the USCIS are processing applications from the 'as of' date minus 7 months? The 'as of' is for the "Field Office Processing Dates for CITY as of: MONTH 31, 200X.

Processing time means the average time it takes to complete the naturalization process from the time USCIS receives your application to the time you receive your naturalization certificate.
 
And don't forget the extra time (2/4 months) to get the oath date. :mad:

Thanks guys. That was my understanding all along until I recently called USCIS and the lady told me something totally different that kind of threw me off. She said if the 'as of' date is 12-31-08 for example, and the processing time for that field office is 7 mos for example, then you subtract 7 months from 12-31 and that gives you what applications they are currently processing. In this case, it would be applications with a receipt date of 5-31 or later. This is so different from the average time that I had understood all along.
 
Unfortunately, it is what it is. This is the twilight zone with USCIS.
