What does Pending

I-130 pending

I am well aware of what pending means but I was wondering if anyone knows the basis of the appl pending is it pending because the number of visas ? or because their lazy? or because of some other reason
please let me know if u know ?
 
Kind of difficult for anyone here to make that determination as you haven't given us any details of your case.
 
I'm sorry for leaving out details well heres a long story in a few words I'm a Gc card hold petitioned for my wife and kids my kids are UNDER 21 my I-130 was recieved on Nov 21, 2001 at the TSC on Sept, 12 2006 it was transferred to CSC for some odd reason on Sept 27 2006 CSC recived it about a month and half ago my case status went from we are processing this case to the case that was transferred is now pending at the Local service center it was transferred to. I called the 1 800 and the lady told me it should be decided on Jan or Feb should i believe her? Or should i continue playing the waiting game.

any advice would be helpful :)
