What does Cut off day mean?

Does it mean the INS will proceed the I485 case with out considering the 10,000 cap? Will this help the serious backlog problem?

THERE ARE ONLY TWO THINGS that can help the asylee backlog. The first one is the approval of 10,000 cases per year. Even if that happens, the backlog remains serious and people still have to wait 5 to 10 years to get approved.

Therefore, the fundamental and only solution is raising the cap. The government cannot proceed "without considering the 10,000 cap", which is enshrined in the law.
