The USCIS is supposed to send you wife another appointment letter, usually within 60-90 days from the date of the original interview.
I'd say that if she still has not received a second appointment letter by Aug 1 (which, as I understand from your post, will be about 60 days from the date of her interview), she should schedule an INFOPASS appointment then.

If she flunked English, she should welcome any delays to allow her to study more.
