What are these processing times suppose to mean?

That info is for cases filed in local INS (note that all employment based cases are filed in the ServiceCenter where as all family based cases are filed in local INS). Processing times differ a lot from once office to another...

Also some times ServiceCenter may transfer a case to local INS too.
