What are the possible resons for employers to withdraw H1 after EAD approvals & insisting on
changing I-9 to EAD?
 
certain H1 protections would no longer apply ...

You\'d no longer have to make prevailing wage, their number of H1\'s would decrease (and eventually come closer to a more legal figure) and stuff like that.
