What are qaulification for EB2

Want to find out as to what will make a candidate qualified for EB2 category under new perm process.
I have a Bachelors as well as Masters degree from US and have relevant 3 years of work experience.
Will this make me a qaulified candidate for EB2 category?

Your job description/job offer will only qulaify for you EB2 not your MS qualification.

If your job offer is simply a programmer, even you have PhD you will not qulify for EB2.

Based on this, is it better to just go with the job description in your LC even if your position has changed?
 
EB2 Question

This question is for u gurus out there. How important is the title on the job offer. My lawyer is trying to file PERM EB2 for me based on BS +5 or MS + 1. The job title is Database Administrator. Is it advisable to use title of Sr. DBA ?
The salary on offer is Level 4.

Let me ask u this question.. what if my lawyer has used DBA as the title in PRevailing Wage Request for my PERM EB2. Does he need to refile under Sr. DBA.
