Foreign bachelors degree (3 years program WES Evaluated as Highschool equivaleny) in relevant field and masters(2 years program - WES evaluated as BAchelors) with one subject in relevant field. (10+ years of experience in relevant Field)

will this suffice to meet requirement for bachelors degree under Any TN catagory
 
No. Your masters would have to have been from a N American school to be allowed to use experience. Plus that your degree is not relevant (one course is far from relevant) makes it impossible for you to get a TN on the basis of your degrees alone.

Can I club both degrees to use as a bachelors or no
 
Maybe. That would be for WES to decide -- in comparison to a US degree. But it seems they have already decided that it doesn't.
